The Gold Card, officially known as Universal Health Coverage, is a system administered by the National Health Security Office (NHSO) that covers 49.8 million people, or 74 percent of the Thai population. It began in 2002 and evolved into the “30-baht universal healthcare” scheme in 2025, allowing people to receive treatment at primary care units nationwide using only their copyright. The system is funded by general taxes, meaning users have almost no personal expenses, reducing the financial burden from 27 percent in 2002 to just 12 percent in 2023.
